How to transit between terminals at Ninoy Aquino Airport Manila

Being equated with terms like “hated” “nightmare” and “worst” has been the fate of Manila International Airport for some time now. The overcrowded and piecemeal operation consists of four passenger terminals – T1 through T4. Many passengers would expect to find the standard means of terminal connection: a skytrain, buses, underground walkways, but forget everything you know. At Ninoy Aquino connecting in terminals is an ordeal.

 

 

The reality:

 

NAIA difficult to transit through, especially if the connecting flight leaves from a different terminal. All four buildings can only be reached by ground transportation outside the arrivals hall of the terminal one flies into.

 

This may seem easy enough, now imagine a massive traffic jam of humanity, free shuttles with drivers trying to charge you, taxi’s running scams, rigged meters, an hour wait for a metered taxi outside, Lines just to get into the departures building of your next terminal. Paying the departure tax PHP550 is required if the flight being transited to is going out of the Philippines.

 

Persons needing a visa to enter or transit the Philippines will have to collect baggage and cross immigration like anyone else arriving to enter the country, because you need to go out into the country to get to another terminal if transiting.

 

Timing:

 

The recommended time to have at your disposal from airplane to airplane in a transit situation is 3-4 hours. You will most likely need all of it. Sometimes baggage claim and immigration goes fast, other times it goes slow. Then you most likely can wait up to an hour or more getting a metered or coupon taxi or one of the free shuttle busses which may not run on schedule or be packed with people. Also know that domestic airlines close their check in desks 45 minutes before expected flight departure.

 

 

Shuttle Bus Transfer

 

The airport shuttle buses are supposed to run every fifteen minutes, but come in roughly around every 20-30 minutes and sometimes not at all. Official times of operation are 3:30am-1:30am and the cost is PHP 20. Shuttle drivers may try and charge more or offer to take off sooner for a bribe. The shuttle stops are as follows:

 

NAIA 1 to the far right when coming out of the arrivals hall

NAIA 2 On the arrivals level outside the international section

NAIA 3 Across the road on the right side from arrivals hall

NAIA 4 Outside departure level on left hand side

 

Passengers on PAL and PAL express (Phillipine Airlines) can make use of their own private shuttle service between NAIA 2 and NAIA 3 terminals. Simply follow the signs.

 

 

Taxi Transfer

 

Many travelers will choose to get a taxi if the shuttle is delayed in coming or they simply do not have enough time to wait. Know that lines for taxi’s are long, some people don’t respect the lines and traffic is congested even for these vehicles between terminals.

 

Coupon Taxi’s: These taxi’s are considered safest because the receipt one has means the amount to be paid is already given. Thus it can get most tricks and negotiations out of the way, still be on your guard. The cost of this peace of mind means you are paying more (3x higher) than the other services and you still have to wait in line for a cab.

 

Metered Taxi’s: These yellow cabs are considered the best value and they are often clean and the drivers are relatively well behaved. There is a line to take the taxi and the flag down fee is PHP 70. After that the meter calculates a fare for every 300 meters driven. Rates can hover around PHP 100 for a trip but waiting time in traffic jams can add to that.

 

Street Taxi’s: These white colored cabs are not allowed to run the inter-terminal routes but they do so because someone may jump in when they are dropping someone else off in departures. Because they are already operating illegally they have no problem trying to charge tourists 20x more than the official fare. One should not consider this option unless one is very familiar with the routes, prices and is a strong negotiator, not to mention willing to break the law.

 

Walk

 

It is not possible to walk between all of the terminals, if one is thinking of this as a solution. There is nowhere to go without being in the road and it is dangerous. The only possible walk is from Terminal 1 to Terminal 2 (and vice-versa) via the International Cargo Terminal, using the same road used by public buses and jeepneys. This walk will take around 15 minutes.

    Just wanted to ask for your advise, im arriving 430pm terminal 3 with emirates airlines(Saturday) and i need to fly to bacolod the same day. the last flight with Cebu Pac is at 6:55pm, do i have enough time to do the transfer knowing that they’re at the same terminal? kasi im not sure if aabot din ako sa last flight nang pal nang 7:55 considering that i need to travel from one terminal to another(baka traffic?) looking forward to hear from you po. thanks in advance.godbless

      Hi Kristine,

      Cebu Pacific is moving all operations to Terminal 4 this saturday Aug. 15th at NAIA. The transfer time between terminals 3 and 4 is ideally around 20 minutes, but can take up to an hour if you add on immigration and waiting for baggage. Taxi and a shuttle bus are the options to transfer. Of course we cannot predict traffic and wait times but this is what most people report as their experience.

    Hi! We’re two girls flying in from Cebu january 11th. We will be in Naia Terminal 3 at 5.05pm but have a flight to Hong Kong at 7pm from terminal 2. Would it be enough time for us?
    Also we would like to ask if it’s possible to get a visa for a few more days then a month. We can get the visa in the airport when we arrive in december?

      Thanks for your comment!

      That time seems a little short, you have to understand that the terminals are not connected, you have to go out of your arrival terminal, then catch a shuttle (it is is quite complicated) or get a cab, then arrive to the other terminal and check in and pass immigration. I personally would allow for me more than 2 hours for all that.
      About the visa, it depends of your nationality, but be aware that tourists visas are not normally offered on arrival to Philippines.

    hi may I ask something related to this? is it true that there is a metro going from terminal 3 to terminal 1? and how can I take that one? what is the best way to reach terminal 1 from terminal 3?

      There are shuttle buses which run between terminals every 15 minutes, but to use them you must exit the terminal and go outside, there is no inter terminal transfer that stays inside the airport. The shuttle buses can fill up quickly so if you are pressed for time you might want to take a taxi to Terminal 1.

    I will arrive at terminal 1 at 5:50 am on Nov 7 (Saturday), is 7:35am PAL flight to Bacolod will be fine? I have no check in baggage.

      It is very difficult for us to determine if your transfer time will be sufficient. The thing is it depends first of your flight arrives on time, then how long it may take for you to clear immigration. It is good you have nothing to pick up in baggage and then taking a taxi or shuttle you may or may not find a line waiting for these services. Our advice would be to put more time between your flights if at all possible. However if you cannot do this we recommend you plan to move as fast as possible from one terminal to the other.

    I will arrive in terminal 1 on Sunday at 10am via Jestar, my flight to Legazpi via Cebu Pacific Terminal 3 is at 12:45pm. Is the time enough for transfer? I have no check in baggage, only hand carry. Please advise. Thank you.

    I arrived at Terminal 1 from Abu Dhabi. I had my ticket for a flight from Manila to Cebu by Philippine Airlines. (PAL). After getting through a health check which was straightforward it was forward to immigration where I showed my passport and was issued with a free visitor visa for 30 days. Then on to the baggage collection carousel and straight through the nothing to declare customs.
    Now the part I had been warned about. The transfer from Terminal 1 (international terminal) to Terminal 2 (Philippines Airlines own Terminal. I went to Tourist information near the door and asked where to catch a taxi? But when I said I had a PAL ticket I was directed to the free shuttle bus just outside the door. So out the door to where dozens of people were seated apparently waiting… I asked the driver for the shuttle to Terminal 2 and he said to jump on which I did with my bags. There were about 9 passengers and we left in a couple of minutes. Less than 10 minutes later we stopped outside departures at Terminal 2. Grabbed a trolley for my bags and up in the lift. Then check in for my flight to Cebu. The Check-in girl checked in both my bags and directed me to the departures gate and a free laptop station to pass the time waiting for my flight which was of course running late. There were several small stalls selling hot and cold food and I could just about decipher the announcements which seemed to be in English.
    Maybe the transfer from Terminal 2 to Terminal 1 will be more difficult on my way home?

      Hi David,

      The airport can of course be unpredictable with high and low traffic and sometimes the shuttles are not good, but overall we’ve read good things about the PAL shuttle. Impossible to say what your trip home will be like, however even with the airport being hectic we have always been able to get in and around without much incident.

        I arrived at Terminal 2 from Manila on a Philippines Airlines flight. Collected my bag from the baggage reclaim belt. Asked at the transfer desk opposite the baggage belts about transferring to Terminal 1. Told to walk to the end of the baggage reclaim area where I found the Terminal Transfer Lounge which is actually a small area of seating with a big fan. Actually fairly comfortable. A young man came after about 10 minutes and announced the shuttle had arrived – but for Terminal 3 so I would have to wait a little longer. Another 15 minutes and he came and told me my shuttle had arrived. He escorted me to the Philippines airline shuttle parked at the door. I was the only passenger and it was free. It seemed to take a long route to Terminal1 but we arrived in 10 or 15 minutes. The driver checked that I did indeed want to go to Terminal 1. Then through security and into the Check-in hall. Lots of check-in desks but no food available. I couldn’t go further without a boarding pass. I did actually have a boarding pass I’d printed from the internet when I checked in online but that was no good so I had to wait for the Etihad Check-in desks to open before proceeding further. I did try to leave the check-in hall to find a Comfort Room. There is one cleverly hidden down an unmarked corridor next to check-in desk 40 or so – to the left of the bit where you proceed to the departure gates. I did see Jollibee delivery men delivering in the Check-in Hall but no idea how to order to get delivery. I should have asked one of the delivery men. Finally the Etihad check-in opened and I exchanged my boarding pass for new ones and was assured my bag would go direct to my final destination.
        So through to Immigration which consisted of someone glancing at my passport and stamping it and writing the date of leaving which was one day less than my free 30 days visa had allowed. Then it was clear to find the departure gate but less clear where the restaurants or food shops were. There were duty free shops with all the usual overpriced stuff. A few shops sold prepacked sandwiches and soft drinks/water. At the gate itself was a coffee shop which had somewhere to recharge my laptop and connect to the airport’s free WiFi. When I had been in Terminal 2 departures there were lots of small kiosk-type restaurants and laptop stations but not in Terminal 1. No hot food. Only one coffee shop and little opportunity to recharge gadgets. There is supposed to be free WiFi but my laptop refused to connect with it this time.
        At least there was none of the drama sometimes reported in transferring from One Terminal to another. My advice – just ask for the free shuttle bus. It seems to be safe and secure. Either take your own food or find out how to get Manila Jollibee to deliver to the Check-in Hall before moving on to the Departure Gates..

    Hi, i am thinking of travelling alone to Philippines from Singapore via Cebu Air and arriving at terminal 3. i have about 2 hours before meeting my friends at terminal 2 as they are flying by Philippines Airlines. How should i go about transiting? By shuttle? is it safe and easy to find the place to wait for shuttle?

      Hi Rachel,

      The airport is certainly safe, when we visited just a few months ago we saw plenty of police and they were actually quite helpful pointing out the taxi stand we were looking for. If I were you I would ask around for the shuttle on arrival and see how long it is in coming or how long the line is. If it seems too long perhaps take a taxi to the other terminal. The only real danger is being scammed. When you are asking about anything ask several people and don’t let anyone bother you into joining them. Be firm insisting on the taxi meter or the official cost of the shuttle.

    I am traveling from Boracay to Singapore via Cebu Air, and I have to transfer at Manila Airport. I will arrive at Terminal 3 at 11:35AM, and my flight departs for Singapore at 1:40pm at Terminal 4. This gives about 2 hours to transfer.

    I have two options:
    1) Only have carry-on luggage so I do not need to wait at baggage claim. If I have only carry-on, do you think I can still make it for my flight to Singapore at Terminal 4 in 2 hours?

    2) I can change my flights on Cebu Airline’s website. I can transfer at Cebu airport instead of Manila airport If I change my flight transfer to Cebu airport, I will have about 2.5 hours. Do you think it will be easier at Cebu to transfer than at Manila?

      Hi Rita,

      Thanks for your question. Regarding the first option if you do not take checked baggage it will save you significant time transferring in Manila. Since you are coming from within the country Boracay to Manila you will not have to cross immigration either which is a savings of time. It seems to us that the time you have to transfer would be sufficient.

      As for option 2 we really can’t comment as we have not been to Cebu airport to transfer.

      If I were you I would do Manila with carry on luggage.

    Please advise me, I’m a Sri Lankan. i will travel Malaysia via Manila on 25th of december. I’m coming from PORT MORESBY (Philippines airlines) to Terminal 2 arrive at 1.20 pm. and my Next Air Asia Flight (Z2) is in Terminal 3 (I think because ticket itinerary not mentioned the terminal ) at 4.50 pm. I need to clarify Do i need a visa to transfer terminal 2 to 3?

      Hi Pathum,

      If you indeed need to transfer terminals (you may want to confirm that) you are entering the Philippines territory as none of the terminals are connected internally. Sri Lankans need a visa for Philippines so yes you would need it to transfer terminals.

      It seems you will have enough time, but it will certainly be close. Remember you have to clear immigration, collect baggage, get a taxi which there may be a line for and transit which can be long if traffic is bad, but there is no way to predict that. If things go ideally you should have enough time.

    I will be arriving in Terminal 2 at 19:20 on Jan 4, 2016 (Monday). I will then have to transfer to Terminal 3 to catch my Emirates flight to Dubai at 00:20.

      Hi Anne,

      This seems like a good amount of time to transfer and you are arriving not during peak rush hour. Physically the terminal 3 should be a 20 minute ride from terminal 2 it will just depend on traffic, line to catch a cab or shuttle bus collecting baggage that can slow you down. The fastest transit between terminals would be a taxi. Traffic really depends but it can vary from heavy to light.

      You can transfer terminals by taking a taxi or shuttle bus once you exit terminal 1 outside. You should have enough time for the shuttle, however a taxi will probably be faster if you are running late.

    Will be flying Sun from SFO and arriving Terminal 1 (China airlines) at 9:35am on Monday. Will want to catch a domestic flight to Legazpi around 12:30pm. Is three hours enough time for immigration, baggage pickup and shuttle to Terminal 3? We can catch another flight 2 hours later, but really don’t want to be at the airport for 5 hours just to get a connecting flight. Just wanted to see how crowded it may be in the morning.

      Hi Mikayla,

      First we recommend around 4 hours for any terminal transfer. This tries to take into account baggage pickup, immigration, and physically getting a ride between terminals. Know that any of of these processes can be longer or shorter depending on traffic and delays.

      Transferring between 2 and 3 has different scenarios.

      If you are flying in and out with Philippine Airlines they have their own shuttle service between NAIA 2 and NAIA 3, this makes the transfer time considerably shorter.

      If you are not in the Philippine Airline scenario you will need to take a normal shuttle or taxi and transit times can vary between 15 and 45 minutes between these terminals.

    I will be arriving on Christmas Eve right around midnight (going into Christmas day). From past experience of picking someone up at the airport at that time I know traffic is more of a nightmare than usual. I will be staying at the Remington Hotel just across from Terminal 3 and will be landing at Terminal 3. Is it possible to just walk across? Before everyone chimes in, I understand it can be dangerous to cross a major road in Manila especially without a designated cross walk. I got that part. I am simply trying to find out if it is possible to actually WALK out of the airport property. The metered Taxi line will be absolutely crazy im sure and I do not feel like paying 500 pesos for a trip that would only be 50 (if that) on the meter. Thanks for any advice.

      For our part we cannot specifically recall what the road looks like leading out, if you could actually squeeze onto the shoulder or not.     I have a trip through NAIA where I arrive at Terminal 1 at 8:55PM and I need to get to Terminal 2 for an international PAL flight at 12:50AM… That leaves me with a little less than 4 hours of transfer time assuming no delays… Am I giving myself enough time? This occurs on a Monday, mid January… I’m not familiar with the traffic around there and I do have checked in baggage…

      It is not possible to say for absolute sure that you will have enough time. But since you have 4 hours and no baggage to claim there will be a good likelihood of you having sufficient time to make the transfer.

      You can take a taxi for sure. As regarding a shuttle between NAIA 1 and 4 you will have to check on site if and when a shuttle runs. 4 is a terminal with not as many big airlines going and coming so the transport options may be more limited.

    Thanks for the useful info. I am arriving this Friday January 15, 2016 at around 15:10 hrs in Terminal 1 and I have a connecting flight to Kalibo at 19:00 hrs via PAL Terminal 2. Do you think I still have enough time to catch my next flight knowing that it will be rush hour and is it easy to get a cab to transfer me from T1 – T2 and what is the driving distance?

      While it is impossible to plan for every delay You should have enough time especially with a cab transfer to go between terminals as the distance in ideal traffic is 25 min.

      Hi Michael Victory liner advertises that they have an HM transport shuttle bus that goes to all the airport terminals that costs 20 pesos for a ride to the main bus terminal. It runs between 5am and 10pm daily. One bus per hour.

    Hello! Thank you for your help! I Arrive at MNL Terminal 1 at 12:50 am from a flight from Beijing INTL. I have my flight to Puerto Princesa at 05:20 am with Phillipines Airline at Terminal 3. At this time of the night, is it possible to use a shuttle (maybe the PAL one) from Terminal 1 to Terminal 3? Can you confirm me the operation time of the shutlles? At night, i think there is not a lot of traffic. Is that right? Thank you in advance!

      Hi Damien,

      The airport officially runs shuttles 24 hours although it is not always reliable as most things in Manila Airport. There is a good chance you will find one, however when in doubt taxis are always abundant. Traffic should be less.

      Transfer time can depend on traffic and immigration, however 4 hours seems like a good amount of time under normal circumstances. Check your time after you get your baggage and clear customs. Perhaps a taxi will be faster than a shuttle transfer.

      Hi,

      You can always stay in the public areas of a terminal to wait for a connecting flight. If you need to cross immigration because of your route we recommend you do so as soon as you land to avoid any problems and then you can wait in any public place in baggage claim and beyond.

      There are always taxis going between the terminals, shuttles are supposed to run 24 hours too, but they can be slow or delayed during night time hours.

    I’m traveling from Papua New Guinea to Laos and will have to transit via Manila and Bangkok. This is my first time to travel overseas and i need tips to prepare myself well. I will be arriving in Manila through terminal 2 at 1.20pm and depart at 3pm using the same terminal. I plan to carry only hand luggage so that i do not have to wait.

    My nephew studies in Manila and I hope to meet him before transiting to Bangkok. He said to come wait for me at the airport. Will he be allowed to come see me inside terminal 2 or should I go out and see him. Do you think the time is surficient for me to go give him a big hug? I have not seen him for nearly 4 years.

      Hi Monpi,

      You will not have that long in Manila to have this meeting from what you are describing. In the first scenario will they let your nephew in to see you? It is unlikely with current security protocols. Your nephew would have to discuss that with airport officials since he is not a ticketed passenger.

      Should you wish to go out and see him keep in mind 2 things: time, you have to cross immigration to go out, then come back in through security and immigration once more. This takes a lot of time especially in the large Manila airport. Secondly does your citizenship allow you to enter the Philippines? You are transiting now which is fine, but if you go out you need to be sure you don’t need a visa.

      Since this is your first international flight we would not recommend you leaving the terminal even if you have the ability to do so. Airport lines and wait time go very fast.

    Great information here, thank you so much! I arrive from Cebu City on Cebu Pacific at Terminal 3 at 6:30pm and have a flight to hong kong at 7:55pm on Cathay from Terminal 3. Is that sufficient time given it is the same terminal? Do I need to get out and get back inside to get my boarding pass, go thru immigration, security etc.?

      Hi Sam,

      Even in the same terminal you will have to cross some immigration at some point. If you have baggage to claim you will definitely have to go out pick it up and check back in with Cathay. If no baggage you can see if you can check in to Cathay ahead of time and find a domestic to international transfer passage inside the terminal. If none exists then you have to go out and go back in through security.

      As for the time frame You have virtually an hour. It seems tight especially if you have to go out and get bags and check back in. However you are still within the same terminal so it may move quickly or you can always ask an official to move you to the front of a line with your connection being so tight.

    Hi there,
    I am travelling to Manila in 2 weeks, and will be arriving from Negros Island (I believe into Naia 2), but am staying overnight at the Belmont Hotel (near Terminal 3) and getting the first flight out in the morning to BKI (Kota Kinabalu) at 8.55am with Air Asia (I think T3). Would you advise getting a yellow taxi to the hotel directly, or is there an internal route within the airport which I could just walk myself? It does seem a bit of a maze at the airport by the sounds of it.

      The airport is massive and none of the terminals are connected either by external sidewalks or internal walkways. It is quite confusing and chaotic on the roadways outside the terminals so we wouldn’t recommend anyone to walk. You are best taking a prepaid yellow taxi. For safety and efficiency.

      There are shuttles between all the terminals. The problem is schedules aren’t that reliable as the buses have their own system of coming and going. The best advice we can give is to determine where the shuttle pickup occurs and join the line which can be lengthy at times.

    We are travelling to manila this coming june with my husband and two kids via cathay pacific arrival terminal 3.Arrival time is 10am and we are going to bacolod on the same day.I havent book yet a flight to bacolod.
    What to you think is best to book a flight with cebu pacific which is in same terminal or book a flight with philippine airline which in terminal 2? cebu pacific has a12pm flight but i was thinking what if the flight get delayed.Pal has a 1pm and 4pm and if i buy a ticket in pal at 4pm they have this same-day re-accommodation to an earlier flight is allowed.
    I havent been in Philippines for 8 years and travelling with kids stress me a lot.

    I will be landed on T2 at 2010 (hopefully on time) and depart again on T2 at 2220 end of this week, both int’l flight, should I have to go through immigration?

    I have called PAL and I need to get my connection flight boarding pass in Manila … I am afraid if I have enough time now as after I arrived my destination for flight at 2220, I need to get further connection with another airline, it would cost a lot of money if I couldn’t able to catch it! I am not able to sleep well until the journey is done, thanks a lot!

      Hello,

      If you are not leaving the terminal and simply jumping from one connecting flight to the other internationally you should not have to leave the secure area. Unless these are different airlines and you have to collect and recheck bags. In that case you will probably need to exit and go through immigration. We recommend confirming with the airlines what your options are for staying in the terminal.

      The shuttle buses connect all the terminals within the airport. The only thing you will need is some patience if there is a line and to find the spot for the appropriate bus to take, but all of the possible routes are covered in theory.

    My flight details are: SG-MNL is 12:40AM and arrived 4:15AM at Manila, connecting flight MLA-Bacolod is around 6:35AM same day through Cebu Pacific for both flights.
    Do i need to collect my baggage at Manila and check-in again for my flight to Bacolod?

    Hi there,

    Im travelling with a 11 year old on 13 April 2016. Our flight from Sydney arrives at Terminal 1 at 6:30pm. We fly to Davao on the same night at 9:00pm. You mentioned above that it is possible to walk from Terminal 1 to Terminal 2 and would take at least 15 minutes. I’m very conscious of the limited time we have between flights. So do you think it is better to walk to Terminal 2 than actually wait for a shuttle bus to take us there?

    I am worried that we would miss our flight to Davao if the traffic situation is that bad!

      While it is physically possible to walk this road, keep in mind it is 2.3km and I would attempt it with an 11 year old. The time you have should be sufficient to take a taxi or shuttle bus and don’t forget the prospect of carrying luggage as well.

    My 6:40am Cebu Pacific flight lands in to Manila at 7:50am (says it lands in Terminal 4). I Have a 15kg bag which I annoyingly will have to check in and therefore pick up at the airport.

    I then have to catch a 11am cathay pacific flight out of Manila from Terminal 3. I do not have to check in my bag for this flight.

    Is this doable? what is the best mode of transport to get to this terminal?

      Hi Katie,

      You have 3 hours to transfer. It is not impossible but you will of course need to be time conscious. You will probably be in best shape by collecting your bags and taking a taxi to the other terminal. Waiting for the shuttle bus can be time consuming.

        Also as my bag is the usual hand luggage size (can fit in the over head lockers), have you ever heard of Cebu Pacific letting someone just carry it on? I have already paid for the weight. in advance. I just don’t want to waste time collecting it!

          Hi Katie,

          Once you are outside the terminal it can be hectic. There are different taxi stands and services, most are marked by signs and the colors of the taxi’s are obvious. A tip is to go to the official line, or barricade where you see people standing. Don’t go with anyone right away who approaches you or tries to take your luggage. Go out to where official signage is posted and ask several questions about the price. People who are official will often have clip boards or be taking taxi numbers in some form.

          If your hand baggage fits the size and weight allowance of carry on by Cebu Pacific you should be able to bring it on. Check the airline webpage for this information.

    Need advice how to get to terminal 4 and is the time enough to get there?
    If I booked all my tickets with cebu pacific. Is there a cebu shuttle bus in going to terminal 4? My booking does not have the same confirmation code as connecting flight.

      There is no specific Cebu Pacific shuttle bus, only the free and low cost shuttles that move between terminals. Timing is never exactly possible to guarantee. We recommend 4 hours for transfer, but with good traffic this can be as little as 1 hour total. It really depends on traffic, but your chances are good having 3.5 hours.

      Theoretically the buses run 24 hours, but sometimes they come less frequently at night. If you have time perhaps wait to see if the shuttle arrives, if you need to connect sooner a taxi is always an option.

    Is it true that the PAL shuttles go to all terminals, and via the internal airport roads – thus avoiding the traffic??

    If so what are the rules on these shuttles. I have read pages stating that both in/out flights need to be on PAL, either flight needs to be on PAL and that anyone can use for a fee.

    Do you know what the actual policy is, or does it depend on the day?

      Of course there can always be unforeseen delays, but being in the same terminal and airline it seems will give you a good amount of time to transfer. Also the same airline means they will be able to see the flight you are coming from if there is any trouble with the connection.

      Your 4 hour timeframe is a good amount of time to be working with. You should always go as fast as possible and a taxi would be the quickest way between terminals. With your timeframe however it will probably be possible to take a shuttle as well if the line looks favorable.

      That is a short amount of time to transfer. It is not that such a timeframe is impossible, it is physically possible to transfer, it is just you have the risk of long lines and traffic slowing you down. You should plan on trying to get through customs and getting a taxi between terminals in order to make your transit as quickly as possible. Also if you have luggage to pick up that will take time as well.

      You should not have to leave the terminal however you need to exit the secure area as you are crossing a border coming into Philippines for a domestic flight. You may need to pick up your baggage as well. After you’ve crossed immigration you can turn around and go back through security to get into the domestic part of the terminal.

    I have been reading all the questions and replies here. Thanks to your helpfulness. I would like to ask if my departure flight is Cebu Pacific Terminal 3 at 6pm on a Sunday. Can I check in my luggage first at Terminal 3 and then take the shuttle to Terminal 2 and then come back to Terminal 3? The reason is that I would like to buy the Magnolia Ice Cream as gift to take away with. But the shop I heard is in Terminal 2.

    So my question is:
    – I wonder when Cebu Pacific usually open their check in counter?
    – Will I have enough time to check in my luggage first at Terminal 3 and then go to Terminal 2 and then come back?
    – Or it’s better I get off at Terminal 2, buy the Magnolia Ice Cream, and then go to Terminal 3 ?
    – Can I ask the Van driver to wait for me at Terminal 2? while I go in to buy the ice cream and go back out to take the van to Terminal 3?
    – How long do you think will going from Terminal 2 to Terminal 3 if by shuttle or taxi?

      Hi Tazzy,

      We don’t know the normal check in time of Cebu Pacific prior to the flight, so it is hard to say how much time you will have to go between terminals once you check in your bags. It might be better to visit terminal 2 first to make sure you don’t miss anything with your travel process. It is unlikely a shuttle driver will wait for you to go in and get ice cream, but we suppose anything is possible if you pay for it! The trip between terminals 2 and 3 in good traffic should be 20 minutes.

      In theory you can make the transfer between those terminals in that time but there are always other things which may slow you down, traffic, immigration if you are coming from outside the country, baggage claim and transportation. Try to move through these things as quickly as you are able.

      We recommend 4 hours between arrival and departure on the next flight to give yourself a comfortable amount of time. More time is always good but with all the options you have we think 22:30 is a good call.

    Hi I’m traveling from Atlanta, Georgia to Cebu City and I have a connecting flight from Seoul, Korea to Manila before arriving at cebu. I have 2 checked in luggages. Will I get my checked in luggage at my final destination which is at Cebu? or do I still need to pick up my 2 checked in luggage from manila and then carry them to the next terminal?       Your timeframe will be tight just because 2 hours can go by fast when transferring terminals. Your schedule is not impossible, but you will have to move as quickly as you can and if something unpredictable like traffic gets in the way then you will have to find a new solution.

      We cannot promise or guarantee you will be able to transit in the 2 hour timeframe as circumstances always change. However you have a good chance of making it. The fastest way to get between the terminals is to take a taxi once you leave terminal 3.

      It is hard to say with so many variables. We recommend 4 hours to transfer with all traffic problems and possible delays. You could make it with good traffic and a not too busy airport scenario, but it is a risk. Were we in your position we would look for a later flight or even one the next day.

    We are planning to then transfer to the Belmont Hotel,and spend the day there until our evening flight at 11.30pm (Manila – Sydney, Australia, NAIA Terminal 2). We would rather relax around a pool etc (weather permitting) than at any airport (or shopping mall lol).

    The travel distance from the Belmont hotel is: NAIA Terminal 3 – 1 km, NAIA Terminal 2 – 5.6 km

    Would it be best to book private van transfers both ways?
    The hotel does have a free shuttle that runs every hour and the other option is to organise 2 taxis, however we would like to minimise having to wait for either.

    Also (rough estimate) what would be the minimum / maximum time needed to allow to transfer for our flight home?
    We understand that traffic can be horrendous etc.

    Any info would be greatly appreciated (& we shall follow you on FB).

      Thanks for the follow and the wonderful compliments. The outside of the airport can be chaotic with lots of people so to me arranging for a prepaid transfer or taking the hotel shuttle has the possibility of an equal wait, if the driver is stuck in traffic etc. Of course one would expect a private transfer to be prompt, but sometimes you can’t predict.

      If time is really the thing you are looking to save, I think a taxi might be the best call. Once you exit the terminal you can find yellow, white and fixed rate coupon taxis. The fixed rate upon are the nicest and still very affordable. The yellow are good as well. We took such a taxi and the wait was minimal.

      For the flight home you should plan on leaving the hotel 3.5 hours before the departure to give yourself time for any traffic and check in. We recommend asking the hotel staff as well, they will be most familiar with the rush hours.

    Hello! Glad I found this site! I had a question about a couple concerns on my upcoming trip. I’ll be arriving in terminal 3 from Japan at 8pm. My next flight is to Cebu at 10pm in terminal 2. I know I have to clear customs and immigration before I can find shuttle to terminal 2. My only concern is my checked in baggage. I don’t mind if I miss my flight to Cebu, but I just want to know I’ll have my luggage with me. This site says I’ll have to pick it up at baggage claim before leaving terminal 3 anyway, right? I just don’t want to miss my flight and my checked in luggage is going to Cebu without me. Thanks for any help you can provide.

      Hi Mark, yes you will have to get your baggage in Terminal 3. The protocol is usually to pick up your baggage when going from an international to a national flight. Unless you are using the same airline for both, sometimes they can check your luggage all the way to the final destination, if this is the case then ask that they only check it to Manila.

    I plan to fly Cathay Pacific into Manila that should land in T3 at about 6.55 pm. I am connecting on Air Niugini to Port Moresby in T1 departing 9.25 pm. I do not have check in luggage. Can you let me know if I have sufficient time to go through? Please also let me know what is the average time it takes to clear immigration on arrival and immigration for departure? I am planning to transit on a Sunday and have checked many ways to fly into Port Moresby on a Sunday but options are very limited. Thank you for your reply.

      Hi Nel,

      We recommend 3-4 hours with immigration, baggage pick up and check in, but the transit time between the terminals can be as good as 45 minutes in a taxi in good traffic. It honestly is impossible to predict what lines will be like, but not having baggage is a big time saver. If you find long lines it is always possible to approach some sort of official and ask to be let through sooner, which is probably what you should do if you find long lines.

      There are lounges in terminal 1 for which one can pay access or present a membership card. Terminal 3 has the best options, but there is not much listed online for terminal 1. Things are always in a state of flux at NAIA so there are bound to be some facilities for food, but opening times and levels of service are not well documented.

      To transit the terminals there is no way to stay inside and transit, you have to cross immigration and go out to move between terminals. For Indian nationals who travel with a valid U.S., Japanese, Australian, Canadian, Schengen, Singapore, OR United Kingdom passport.There is a 7 day visa free entry allowed. Otherwise you will have to get a multiple entry visa.

    I have a flight from El Nido and arrives in Manila airport (MNL) terminal 4 at 17:15 on 13 June. On the same day I have an international flight to catch at terminal 1 that leaves at 18:45. This gives me about 1.5 hr to catch my international flight to go home.

    I will have no check-in baggage and will take a taxi to transfer from terminal 4 to terminal 1 and I plan to run through all the way as fast as I can. I understand the 1.5hr seems a bit short to catch the flight; however, considering that I have no check-in baggage, and that June is the low season and I will run through it and get through the immigration asap, do you think I can make it based on your experience?

      Hi Betty,

      You timeframe is quite short, it is physically possible to move from one to the other in that amount of time, however the lines, traffic and delays are the really unpredictable part. It is possible that you may find low lines but be advised the airport isn’t a very efficient operation, so your biggest delay might come from the inefficiency of logistics there. If we were you we’d probably take a later flight to save the hassle of getting stuck, but if you want to try your luck you can stick to the current plan.

    Need some help in deciding the travel course and layover time at Manila.

    I am arriving at Manila Airport from Thai Airways flight from Bangkok which reaches at about 7 PM assuming at Terminal 1. Next I have a Cebu Pacific Air flight from Manila to Tacloban at 4.45 AM in the morning which I assume is from Terminal 3 or 4? Please confirm!

    Second, since its about a 10 hour layover, can I stay at a lounge in Terminal 1, and leave for terminal 3/4 the usual 3 hours before my flight to Tacloban say at around 1:30 AM from terminal 1 or do I directly go to Terminal 3/4 after immigration at Terminal 1. Will I be allowed to enter Terminal 3/4 8 hours before my flight departure time?

      Hi Saurabh,

      The manila tacloban flight on Cebu pacific usually departs terminal 3. You can only access an airline lounge when you are boarding a plane not arriving. So it would seem terminal 1 would not be an option. You could of course just stay in the terminal. As for checking in early to terminal 3 and going to a lounge there, often the earliest you can get your boarding pass from a check in agent (unless you have it printed already and no baggage to check in) is around 4 hours before the flight. Instead of paying for lounge access if we were you we might find a cheap and safe hotel right near the airport and get 7 hours of rest.

      Honestly one can make the actual transfer in as little as 40 minutes in ideal conditions. However lines of immigration, traffic, baggage collection and check in can complicate things anywhere along the journey. The shuttle picks up just outside the terminal on the curb, but you may also have to wait 15 minutes for it, if it is not delayed.

      I’d recommend not checking baggage if you can help it, taking a taxi between terminals, and possibly asking to move to the front of any lines if you can get an official’s attention and show the person your boarding pass.

    I’ve also reserved last flight out on PAL @ T3 to caticlan which gives me about 4 hrs.
    since I have PAL ticket, thought about trying to get to T1 to T2 via regular airport free shuttle bus, but @ T2 to request airside shuttle to T3.
    will PAL allow me to check in @ T2 for the flight leaving from T3 since they are same airline and allow me to use airside shuttle to T3?
    or is it best to just take free airport shuttle just outside of the airport to get to T1 to T3?

      PAL should be the best ones to confirm what they will do for you. We suggest you plan on being able to use the outside inter terminal shuttle for PAL passengers, but to use the airside shuttle we are not sure if and when they allow this. You will have to call PAL to clarify with them.

      Immigration in that terminal took us 20 minutes and the baggage claim another 20. Then you will have to check in and go through security again, it seems this is a very tight schedule as your 1500hr flight will start to board around 14:15 most likely. We would recommend a later flight.

      We recommend three hours to be comfortable with all transfers, but since this is a domestic flight you will not have to cross immigration and customs and that will save you time. Still traffic can be heavy and bags can take a while to come out, but it seems you will have enough time under normal circumstances.

      You can probably ask the PAL staff but our understanding is that it needs to be a PAL to PAL flight to use the shuttle. You cannot pass through immigration without a boarding pass unfortunately and our experience of terminal 1 is that the lounges are inside not landside.

      1. You can of course stay at the airport, but you may not be able to check in for your second flight until 4 or 5 hours beforehand.

      2. There are 2 free shuttles, one of Philippine airlines and the regular terminal one, it seems if you have your Philippine airlines reservation you probably can take the shuttle, but it would be best to confirm with ground staff.

      3 we recommend a 3 hour minimum so your time frame seems like it will work.

      from Cebu to Manila you can take PAL express, Cebu Pacific and Philippine Airlines, these are good with frequent flights. We would recommend a flight that gets you to Manila before noon that day so that you have 3 hours to transfer. Malaysian is in Terminal 1.

    I will be arriving in Terminal 1 at Manila airport at 3:40 AM and need to catch my connection flight to El Nido at Terminal 4 at 6:30 AM (counter will close at 5:45 AM). I am worried that I will not have enough time but since it will be very early in the morning and we will not have any check-in luggage, would you recommend us to change our flights or it seems like we will have enough time?

    Also, will it be easier to catch a shuttle bus or a taxi at around 4-5 AM?

      Hi Nycer,

      Not having check in luggage and making the transfer so early in the morning means you will probably not have a lot of traffic to worry about. If you can change your flight easily it may be fine to do so. But you should be able to make the transfer with a taxi at that time. The shuttle bus may be coming more infrequently at that hour.

    I’m hoping you can give me some advice as I’ve been reading that one should allow 3-4hrs between flight arrival time and flight departure time if arriving and departing from different terminals on the same day.
    I am trying to work out what would be the latest time I can arrive into Terminal 3 from a Caticlan flight if I have a 1pm flight to Bangkok from Terminal 3 on the same day..
    The date of travel is the 27th Dec 2016.
    I am thinking that 9am would be the latest time I could arrive in to Terminal 3, giving me enough time to taxi to Terminal 1, check-in, clear immigration/customs and get to my international flight to Bangkok on time.
    Can you pls confirm what you think is best?

        We have another option which is to fly with Air Phil Express from Caticlan to Manila on the 27th Dec. Air Phil Express arrives at Terminal 2 which is much closer to Terminal 1 where we will take our flight to Bangkok.
        How long should we allow from arrival time to departure time if we arrive at Terminal 2 (domestic Flight) and depart from Terminal 1 at 1300hr?

    I really enjoyed your article and it’s great how you respond to questions.

    I have my own question. I have a flight from Tokyo (ANA) landing at Manila Terminal 3 at 13:30. I have to then take a Pal Express flight at Terminal 3 at 15:00 to Boracay. That gives me an hour and half in the same Terminal. We are doing carry on.

    Would an hour and half give us enough time to move through immigration, customs, re-enter security, and run to the gate. I plan to have my boarding passes on my iphone and doing carry on (so no bag check). Does Pal Express take iphone boarding passes? Also can I run to the front of immigration, customs and security check, and communicate with them about my next flight, and would they take me to the front?

    A lot of domestic airlines seem to always be delayed. Out of curiosity, I went on Pal Express website today just to see the flights leaving Manila and all the flights were delayed except for one. I did the same last week, and again a lot of flights were delayed. Therefore, would the hour and half be enough because it seems like my flight might be delayed anyway given domestic flight track record. ANA airlines has a great track record for on time flights so I think my flight might get there before 13:30 since airlines add a few minutes for margin of error. Fingers crossed.

      Thanks for your kind words, it is great you are in the same terminal and only have carry on bags. Anything can happen with delays beyond your control but if we were in your shoes we would feel pretty comfortable with the timeframe and circumstances. Of course if you see the immigration line at a complete standstill you can reach out to an official who may or may not allow you forward, or to the goodwill of others in line. I am not sure about iPhone boarding passes, but it is a more old fashioned airport in parts, so I’d recommend printed versions. Hope all goes well.

      the transport options between the terminals are both found outside terminal 2. You can catch a taxi or look for the shuttle bus. There may be a line for the bus and it comes on a schedule that may take more time. If you need to move quickly we suggest you take the taxi.

You may be able to make it but it is hard to say what traffic will be like between terminals as well as check in line for the international flight and security might be long.     This site is awesome, and updated 🙂 I checked NAIA site but it has very little-to-nothing information about their inter-Terminal transpo, so hopefully you could share some light.

    So, I will be arriving at T1 and need a domestic flight, but I’m torn between T2 and T3. I used to fly CEBPAC (T3) but PAL has a later flight, and I’m not familiar with T2. I know it’s hard to predict the time (with traffic and all) but can you give an estimate how long does it usually takes for T1->T2 and T1->T3 using Airport Shuttle bus? I wanna see my options 🙂

      The shuttle times don’t vary that much between terminals. It can range as little as 20 minutes and 40 minutes in good traffic, 40 minutes and 60 minutes in bad traffic.       The shuttle buses are visible when you exit the terminal we are not sure which side on terminal one but it is clearly marked and there are many police officers around to assist with directions. You will have to get in line outside the terminal. The timeframe seems possible, but do make every effort to go quickly, traffic fluctuates all day.

    I will arrive in T1 from US via Asiana, but 4 hour later I’m scheduled to take off to Caticlan via PAL @ T3. can I request during T1 Transfer desk to see if I can be transferred via Inter-shuttle to T2 and request Philippines airline to take me to T3 via Airshuttle? would Philippines air allow me to take the airside shuttle as long as I have purchased ticket from them? We are arriving @T2 at 4:30AM and scheduled to take off to Caticlan via PAL @ T3 at 11:55 which is I think plenty of time to transfer,but which terminal would you recommend us to stay while we wait our domestic flight? I guess we should go to T3 and wait there to be safe but not sure if T3 is comfortable for 7hour wait. My biggest concern is outbound, as we are arriving from Cataclan @T3 at 16:25 and taking off to Japan via Pal @T3 at 19:00. Do you think we have enough time?

      3 hours makes for a good amount of time in the same terminal. Immigration can take some time depending on the size of the flight, but try to get towards the front of the line or even ask assistance from the officials to move ahead in the line if it is too long.

    We are flying from HK to Manila in 3 weeks, landing at 09:45am at Terminal 3. We then have a connecting flight to Boracay that leaves Terminal 4 at 12:15pm … so 2.5 hours.

    We’ve heard so many horror stories, so were thinking of taking carry-on only and booking a car (i.e. someone to meet us once through the immigration) to take us to Terminal 4. It’s mid-morning so hopefully the traffic won’t be too bad…

      It is hard to give such an exact answer to such a specific question. It seems you will have an opportunity to make good time since traffic will be light and the lines should be less. The transit times between terminals vary between 25 and 45 minutes without lines and traffic so your time of night can be a strong possibility that you will make your commitments.

    Is this a new bus route, which is more reliable?

    Second, traditionally what is the quickest and safest way between T1 & T4? We are flying with Qatar and AirAisa both ways to Kalibo. We have 3.5hrs to get from T1 to T4 (Arrival 1630 @T1 and dept 2000 @T4) and going back we´re planning to travel from Kalibo, landing 1735 @T4 with our international flight to Doha departures at midnight @T1.

      In regards to your first question we are not sure if that update is true. There have always been shuttles of some type so perhaps it is a new route. The fastest way between terminals is always a taxi because the lines are generally shorter and their driving is faster between the terminals.

      You should have enough time with 5 hours at your disposal. You do have to exit the terminal and go outside but you can catch a shuttle or taxi at your convenience.       It is good you will be in the same terminal. Philippine Airlines should be able to connect your baggage all the way through since it is all with the same airline. You should have enough time, just be sure they can accommodate your luggage to the final destination.

    Hi thanks for the very informative guide. You may want to check this site – https://www.silent-gardens.com/air-transfer.php .
    According to them, the shuttle buses drive within the airport fence since a few months back (not sure exactly when) and thus no more worries if you got only 2-3 hrs window between connecting flights. You can now make it to the other terminal within 10-20 minutes! I have heard same feedback from some friends who went home recently and will personally see for myself this week when I fly home.

      It seems you will have enough time as the distance and timing should not be that long between those terminals. A yellow cab is the fastest, some are now starting to speak of an internal shuttle too for certain flights, so ask about that when you land, we have not confirmed it yet.

      We normally recommend a hotel to get a good nights sleep before a journey. However with this timeframe you might be best served by waiting. Inside the airport buildings is safe and you should probably be able to check in around midnight and move into the terminal itself.

To be honest, I don’t like the fact that I need to do transit From Kuala Lumpur at Manila to go to Kalibo(Boracay). Reasons being, this is going to be the first time Im going to Phillipines and I have no idea how I would find my way there. And I dont even know which terminal I’ll be arriving soon. But the itinerary said I’m departing on 10th Feb via Air Asia, my concerns;

      There are some free shuttles but they do not circulate as often
      You should contact an information desk and have all your flight info handy if you get lost.
      You are arriving from an international destination so you will likely need to go through immigration to catch your next flight.

      It should be less busy at that time, but we’ve waited 40 minutes before to get past baggage and immigration, it all depends. Your timing is closer than we would allow, three hours is a good rule. Walking between the terminals is dangerous because there are no sidewalks and it can be confusing. We recommend a taxi.

    I am about to book a ticket and I am anticipating if I have to stay a hotel for a night and have the hotel service pick me up at the airport or just go straight to the PAL terminal. From Terminal 1 (Korean Airline) to PAL going to Davao. My questions are, in Terminal 1, I heard that you have to exit all the way where the ramp exit is to meet your family if you have someone who will pick you up, is it the same if the hotel service car will pick me up at the airport? Or is the hotel pick up have my name waiting right at the exit door? And, if I just go straight to PAL Terminal, do I have to exit to where the family waiting area for the shuttle or they are just right after the first exit door? I am leary in Terminal 1, I usually land at Terminal 2 where the Delta Airlines and it is quiet easy because when you exit the door, you will see your pick up right at the door. On the other hand, Terminal 1 is different as you have to go out then go to the ramp to meet your pick up. Please enlighten me LOL.

      Our recollection of Terminal 1 is that you come outside and there is drop off and pick up. There is no covering or ramp, but the sidewalk is easily accessible for passengers as well as cars passing by to pick up.

    Me and my friend is flying from Bali to Manila with Philippine Airlines PR 538 in terminal 2, arriving there at 5.25 AM 25th of June. Then we have to catch a flight to El Nido in Terminal 4, thats leave at 9.55AM, but check in clozed at 9.10.
    Do you know by change if we can pay for the prepaid baggage at the airport to Airswift?

    hi, i am traveling from sri Lanka to Cebu, my first flight is on gulf air to manila terminal 1 and i guess cebu air will be from terminal 3, i have a single entry visa to Philippines, will a single entry visa do for me? and my transit time from gulf air to Cebu air 5Hrs,

    Hello,

    We will be flying from SFO to Manila via Air China arriving in T1 at 12:50am. Our flight to Legazpi leaves from T3 at 9am. I have reservations at The Wings in T3. Do you think that is necessary? Will we have enough time to relax a bit, gather our things and check in for our PAL flight by 7am? Great site with useful information.

    we are a group arriving in Manila (terminal 3) on an Air Asia flight from Shanghai on the 15th of April at 7:50 AM. At 10:00 AM we have a connecting flight in the same terminal with Cebu to Boracay. Do you think this is enough time to change flights?
